Recovery of CV-22B Crew. The U.S. Air Force Special Operations Command reports that six bodies have been located by divers from the eight-man crew of the Osprey that crashed into waters off Japan. As of Tuesday, the remains of three of the Airmen have been recovered. The status of all the Airmen has been changed from DUSTWUN to deceased and the names have been released to the public. “AFSOC Aircraft Mishap Releases”, AFSOC, December 10, 2023. The Department of Defense has grounded all CV-22 Osprey variants of the Air Force, Navy, Marine Corps. (DoD, Dec 7, 2023) The Air Force Special Operations Command (AFSOC) is leading the investigation into the Osprey mishap. The crash is likely due to a problem with the aircraft, not crew error.

SEALs and India’s MARCOS Training. A U.S. Navy SEAL Team conducted a joint training exchange with the Indian Marine Commando Force (MARCOS) from Oct. 20 to Nov. 11, 2023. The combined tactical training, which built upon the partner nation’s collective maritime capabilities and long-standing partnership, included a focus on maritime interdiction operations, close quarters combat training, tactical combat casualty care and casualty evacuation procedures. “Indian MARCOS, U.S. Navy SEALs Conduct Joint Training Exchange”, DVIDS, December 5, 2023.

SEALs and Delta in South America. George Hand, a retired Green Beret writes about the time his team of Delta ‘lads’ joined some Navy SEALs to do some riverine training ‘in the jungles ‘down south’. “Navy SEALs and Delta Force Commandos Living Together in the Jungles of South America”, SANDBOXX, December 6, 2023.

26th MEU (SOC) in the Med. The Marines and Sailors with the 26th Marine Expeditionary Unit (Special Operations Capable), embarked on the USS Mesa Verde (LPD 19), participated in an integrated Greek Bi-Lateral Exercise with the 32nd Hellenic Marine Brigade, Mediterranean Sea, Dec. 1-3, 2023. SOCAFRICA’s Silent Warrior 23. Military and government leaders from the across the globe came together for Silent Warrior 23, Dec. 4 – 7, 2023 in Garmisch-Partenkirchen, Germany. The multi-day conference, hosted by Special Operations Command Africa, aimed to facilitate forums for senior military leaders to discuss shared concerns and identify collaborative solutions to the strategic, operational, and tactical issues in Africa. “SOCAFRICA’s Silent Warrior 23”, SOF News, December 9, 2023.

SOF and Voice Analyzer. US Special Forces utilize many technologies to go after the enemies of this country. Elite Afghan Troops at Risk. About 200 members of Afghan special forces, trained and funded by the UK, face imminent deportation to their Taliban-controlled homeland. Some were members of Commando Force 333, set up by the UK to counter Afghanistan’s growing problems with opium production. “Elite Afghan troops face return to Taliban after UK ‘betrayal'”, BBC News, December 10, 2023.

Just Cause. On December 20, 1989, the entire 75th Ranger Regiment participated in Operation Just Cause (Panama). Parachute assaults were conducted onto Torrijos/Tocumen International Airport, Rio Hato Airfield and other locations to neutralize Panamanian Defense Forces.

Conflict in Israel and Gaza

Southern Gaza Now a Battleground. Israeli Defense Force (IDF) launched their attack on the main city in the southern Gaza Strip last week. It was the biggest assault since the collapse of the truce. The IDF advanced in a westerly direction and entered the city of Khan Younis. Many of the Hamas military and political leadership fled north Gaza for the city. This referred to as the second phase of the offensive. Since the truce collapsed, Israel has been posting an online map to tell Gazans which parts of the enclave to evacuate and has specified that the Salah ah Din Road that runs north-south is the designated humanitarian corridor. Hamas had constructed a massive system of underground tunnels in Gaza and the West Bank (FDD, Dec 6, 2023) that shield supplies, weapons, and fighters from Israeli attacks. The Israelis are responding by pumping seawater into the tunnels to render them unusable and to push fighters from underground refuge. Hamas continues to launch rockets into Israel and has stated that it has the intent of repeating October 7th again and again in the future.

Hostages. There are about 130 hostages held by the Hamas terrorists still in Gaza – negotiations for their release have stalled. The U.S. Justice Department is investigating (AP News, Dec 6, 2023) the deaths of 30 Americans and kidnappings of about 13 Americans in the October 7th Hamas terrorist attack.

Civilian Casualties. As with many conflicts . . . civilian casualties in Gaza are numerous. This is especially true due to the nature of urban combat and with limited safe places for civilians to evacuate to for safety. The October 7th Hamas terrorist attack killed over 1,200 people, most of them civilians. In addition, thousands of Palestinians have been killed – the majority of them civilians. This is compounded with the tactics used by Hamas – hiding amongst the civilian population and using them as shields. Lt. General Mark Schwartz (Ret.) is interviewed by CNN’s Jake Tapper on the topic. (CNN, Dec 6, 2023) Schwartz’s last assignment in the military was as the United States Security Coordinator for Israel and the Palestinian Authority. He led a multinational and interagency team responsible for U.S. security policy in developing the Palestinian Authority Security Forces. He served as the United States Executive Branch and Department of State, personal representative to the Palestinian Authority. Schwartz spent most of his career in Special Forces.

Humanitarian Crisis. Much of the population of north Gaza has fled to the south, about 1.7 million people have been displaced from their homes. Now they are in peril due to the current fighting between Palestinian militants and Israeli forces in southern Gaza. Living conditions for the internally displaced Palestinians is dire – communication outages, disease, shortages of food, water, fuel, and medical services are prevalent. Some aid is coming across the border from Egypt . . . but not enough. A recent article explores the options for the IDPs in Gaza – none of them good. “Displaced in Gaza: The Least-Bad Option”, The RAND Blog, December 4, 2023.

Refuge in Egypt – Foreign Nationals? Yes. Palestinians? No. Wounded civilians and foreign or dual nationals are permitted to cross the border crossing from Gaza to Egypt. The Egyptians are not allowing refugees to enter Egypt. Israel would love to see the 2 million plus Palestinians of the Gaza Strip, many now displaced, flow into refugee camps in Egypt supported by the international community. Egypt and other Arab nations? No so much.

Report – USAID and Gaza. The U.S. Government Accountability Office (GAO) has published a brief on the over $7.6 billion in assistance to Palestinians in the West Bank and Gaza since 1993. University Presidents Under Fire. The Presidents of Harvard University, Massachusetts Institute of Technology, and University of Pennsylvania testified before Congress on Tuesday, December 6, 2023, where they provided ”inadequate responses” about whether calls for the genocide of Jewish people would violate university policies. The president of Harvard has issued an apology (The Harvard Crimson) and the president of one of the other universities has resigned in the aftermath of the testimony. (CNN)

And The Future? The Israel Defense Forces’ (IDF) Gaza campaign lacks a critical component, betraying a major strategic flaw: the absence of a plan to provide security, sufficient aid, and critical services to a largely displaced and vulnerable Palestinian population. Jonathan Lord of the Center for a New American Security argues that for both Israel’s security and the safety of the Palestinian people, the US needs to step up and organize a multi-national security force in Gaza. “The case for an immediate, US-led stabilization mission in Gaza”, Breaking Defense, December 4, 2023.

U.S. Funding for Ukraine. The United States will soon run out of money and equipment to send to Ukraine by the end of the year if Congress does not approve additional aid. Many Republicans are against providing the money in a supplemental budget request – they don’t see the conflict as a fight we should be involved with. Some Republicans are tying financial support to Ukraine with fixing the serious security concerns associated with the U.S. southern border and meaningful immigration reform. Republicans argue that the laws need to be changed; saying that currently anyone who shows up in the United States legally or illegally to claim asylum are allowed to stay in the country while their cases are adjudicated by a system that is backlogged and overwhelmed. “Republican senators urge Biden to step in after Schumer vote fails over border dispute“, Washington Examiner, December 7, 2023. The latest security assistance package was provided to Ukraine on December 6, 2023. (DoD, Dec 6, 2023) The U.S. has provided more than $44.8 billion in security assistance to Ukraine since the beginning of Russia’s invasion on February 24, 2022. (DoD Fact Sheet, Dec 6, 2023)

Russian Women Want Their Men Back. A growing movement of Russian women is demanding the return from the front of their husbands, sons and brothers who were mobilized after a decree by President Vladimir Putin in September last year. “In Russia, some women demand return of their men from Ukraine front”, Reuters, December 5, 2023.

National Security

NDAA. A final version of the National Defense Authorization Act (House version, congress.gov) has been agreed upon by House and Senate conferees. Both chambers of Congress will vote on the bill this week and send to the President for signing. Read more here in a statement by the U.S. Senate Committee on Armed Services (Dec 7, 2023).

WH War Powers Report. The White House has sent a letter to Congress with information about the deployments around the world of U.S. Armed Forces conducting counterterrorism missions.

Border Security. Arrivals of migrants in Mexico range from foreign born entrepreneurs to those who never intended to make Mexico their final destination – looking to move further north. “A New Wave of Migration is Changing Mexico”, America’s Quarterly, December 7, 2023.

Special Collection Service. The United States Special Collection Service (SCS), codenamed F6, is a joint NSA-CIA program that is referred to as the “mission impossible force.” The SCS’s existence is denied by the U.S. government, but its activities and capabilities have been revealed over the years. “Special Collection Service: America’s Mission Impossible Force”, by George Englehart, Grey Dynamics, December 10, 2023.

Space Force Now in Europe. U.S. European Command, U.S. Africa Command and U.S. Space Force officially activated the U.S. Space Forces Europe and Africa (SPACEFOREUR-AF) component command at a ceremony in Ramstein, Germany, on Dec. 8, 2023. SPACEFOREUR-AF is the newest service component under EUCOM and AFRICOM with their permanent headquarters at Ramstein Air Base. EUCOM and AFRICOM are the latest combatant commands to establish a space component, following in the footsteps of U.S. Indo-Pacific Command and U.S. Central Command. (AFRICOM, Dec 10, 2023)

LRHW. The Army’s Long-Range Hypersonic Weapon (LRHW) (Figure 1), with a reported range of 1,725 miles, consists of a ground-launched missile equipped with a hypersonic glide body and associated transport, support, and fire control equipment. Resisting China’s Gray Zone Activities Against Taiwan. China has sharply escalated its pressure campaign targeting Taiwan in recent years, particularly by leveraging military and security operations in the “gray zone” between peace and war. Policymakers in Washington and Taipei should respond to such gray zone pressure tactics by gauging their effectiveness, improving tracking and information-sharing, bolstering resilience, strengthening response capabilities, clarifying and consulting on response thresholds, and shaping the narrative. PLA a Paper Tiger? Not Really. The Chinese People’s Liberation Army is more capable than the United States cares to admit and only needs to be good enough at a certain time and place to send the US packing from the Indo-Pacific. “Think China’s PLA is a paper tiger? Disrupting the PLA. RAND Corporation has published a new report on China’s People’s Liberation Army (PLA) that explores the tasks the PLA will be expected to carry out in support of key missions in peacetime and in a low-intensity conflict. Chinese Overseas Ports. The Council of Foreign Relations has an interactive map that tracks China’s growing maritime influence through investments in strategic overseas ports. Paper – Russian Drones. Since 2009, Russia has invested significant effort into developing unmanned aerial vehicles (UAVs), or drones, for military purposes. They have used drones for reconnaissance, targeting, electronic warfare, and direct strikes. The Ukraine conflict has diminished the inventory of Russian drones, and the country is relying on Iranian drones. Russia is losing in the drone war with Ukraine. Russia and Finland Border Security. Since August 2023, around 900 asylum seekers from the Middle East and Africa have been waved through by Russian border control to the Finnish border checkpoints without proper documentation. Finland accuses Russia of transporting the refugees to the border points where they then ask for asylum. The EU’s external border agency, Frontex, has dispatched staff to help Finnish colleagues stave off Russia’s weaponization of migrants on its border. Once across the border, the asylum seekers and refugees become a costly burden for the Finnish government and people. “Russian Border Bullying is Back – Finland This Time”, by Charlotta Collen, Center for European Policy Analysis, November 28, 2023. Myanmar Conflict. The world’s longest running conflict is seeing the increasingly overstretched military junta losing ground in northern Myanmar in an area near the Chinese border. Attacks on U.S. Bases. The U.S. military in Iraq and Syria continue to receive rocket and drone attacks from various jihadist militia groups – many with an affiliation with Iran. The U.S. Embassy in Iraq has been subjected to attacks as well. In recent days, some servicemembers have received minor injuries. U.S. naval vessels in the waters in the Middle East region are intercepting drones and missiles fired by Houthis from Yemen. Some of these Houthi attacks are meant for Israel (Reuters, Dec 6, 2023) and others against military and commercial maritime traffic. (FDD, Dec 6, 2023) The Iranian-backed Houthis say they will prohibit the passage of any ships to Israel and consider them a target.

Venezuelan Referendum and Invading Guyana. Voters overwhelming cast their vote to establish a new Venezuelan state in a highly contested oil-rich territory of Guyana known as Essequibo. The region has been under dispute for years and Venezuela has been getting more active in its complaints and could consider taking military action to occupy the contested zone.

CV-22B Mishap. The U.S. Air Force has announced that an AFSOC Osprey has crashed in the waters off Japan on Wednesday, November 29th. Eight Air Commandos were on board. The wreckage has been located by dive teams; a few of the remains have been recovered. The others are currently in DUSTWUN status. Search and rescue efforts were conducted for several days. The aircraft and aircrew belonged to the 353rd Special Operations Wing based at Yokota Air Base, Japan. “AFSOC Aircraft Mishap Release”, AFSOC, December 4, 2023.

Hezbollah’s Unit 910. Javier Sutil Toledano provides details on the External Security Organization (ESO) – a clandestine black-ops branch and intelligence unit. Pearl Harbor. On December 7, 1941, Japan attacked Pearl Harbor.

Camp X. On December 6, 1941, Camp X (STS 103) opened in Canada.

FSSF. On December 5, 1944, the combined U.S.-Canadian First Special Service Force (FSSF) paraded one final time at their Villeneuve-Loubert camp, near the town of Menton, in southeastern France on December 5, 1944. The 1st Special Forces Regiment and all U.S. Army SF groups trace their “official” lineage to the FSSF. Commemoration of Menton Day is an occasion when U.S. SF honors its lineal connection to the FSSF.

USASOC. On December 1, 1989, the United States Army Special Operations Command (USASOC) was activated as a major Army command.

Conflict in Israel and Gaza

Truce Ends. Israel says that the ceasefire talks in Qatar have reached an impasse and has recalled its negotiators. The fighting has resumed in Gaza. Rocket attacks by Hamas against Israel is continuing. The fighting is likely to intensify in the southern part of the Gaza Strip as Israel has begun ground operations into southern Gaza Strip.

Hostages. A number of Israeli and foreign national hostages have been released by Hamas during the time the truce was in effect. They were taken captive by the Palestinian terrorist group on October 7, 2023, during the Hamas attack on Israeli civilians. In exchange, Israel released imprisoned Palestinians who were either convicted or awaiting trial for terrorist attacks.

A Sleeping Israel Caught by Surprise. In a barbaric surprise attack launched by Hamas on October 7, more Jews were slaughtered than on any day since the Holocaust. Thousands of elite Hamas militants from the Gaza Strip infiltrated small communities and cities in southern Israel, where they proceeded to commit sadistic, repulsive crimes against humanity, filming their vile deeds and boasting about them to friends and family back home. Will Venezuela Attack Guyana? There is concern that fighting will break out in South America. Venezuela is claiming that a large part of Guyana belongs to Venezuela. Former Ambassador Arrested. A former U.S. ambassador who served in both Republican and Democratic administrations has been arrested. “Former US ambassador arrested in Florida, accused of serving as an agent of Cuba”, AP News, December 3, 2023.

Border Crisis. The porous southern border and absurd policies toward illegal immigration continue to stress the government entities ‘policing’ the border area. ‘Sanctuary cities’ have cried out ‘no mas’ – citing overwhelmed resettlement agencies coping with a housing shortage across the nation.

  • “H.R. 5283 – Protecting our Communities from Failure to Secure the Border Act of 2023”, House of Representatives, reported to House on November 17, 2023. This bill prohibits the federal government from using certain federally administered lands to provide housing to any non-U.S. nationals (aliens under federal law) who have not been admitted into the United States. Specifically, this prohibition shall apply to any land under the administrative jurisdiction of the National Park Service, the Bureau of Land Management, the United States Fish and Wildlife Service, or the Forest Service. Chinese Land Ownership in the United States. US policymakers are increasingly suspicious of Chinese land ownership in the United States’ farmland. Since 2011, Chinese investors have increased their agricultural land holdings in the United States by over 384,000 acres. Chinese land ownership poses challenges to national security and the U.S. agriculture industry. While their land holdings are only a fraction of a per cent of total U.S. land, skepticism of Chinese activity has encouraged regulation of foreign-owned American land. Houthi Missile Attacks Against Maritime Targets. Ballistic missiles fired by Yemen’s Houthi rebels struck three commercial ships Sunday in the Red Sea, while a U.S. warship shot down three drones in self-defense during the hours long assault, the U.S. military said. The Iranian-backed Houthis claimed two of the attacks. Americans at Risk? Some say that Israel is the canary in the coal mine – a warning to others of dangers ahead. Syria. U.S. military officials say that multiple rockets were launched against US positions at Rumalyn Landing Zone, Syria. No casualties nor damage to infrastructure was reported.

Islamic State and Africa. Rachel Chason writes that IS is surging in strength in Africa and now its affiliates control more territory with each passing year. The departure of European security forces from some African countries has presented a vacuum that is being filled by the Islamic State affiliates – especially IS Sahel. Fulani Herdsmen. Since the 1990s, Nigeria has endured several complex identity-based conflicts. The one under focus in this article, the Fulani Ethnic Militia (FEM) or Fulani Herdsmen, is characterized as a series of ‘deadly ethnic riots’. SCHOFIELD BARRACKS, Hawaii – The 25th Infantry Division and U.S. Army Hawaii hosted a Division Change of Command Ceremony Aug. 25, 2023, at the installation’s historic Weyand Field.

The ceremony was held to honor U.S. Army Maj. Gen. Joseph A. Ryan as the outgoing 25th Inf. Div. and USARHAW commanding general, and welcome U.S. Army Maj. Gen. Marcus S. Evans as the incoming 25th Inf. Div. and USARHAW commanding general.

Ryan served as the Division commanding general from July 2021 to August 2023. During his tenure as commander, Ryan oversaw several Joint Pacific Multinational Readiness Center (JPMRC) rotations, deployed 25th Inf. Div. forces throughout the Indo-Pacific as a part of Operation Pathways, and led Task Force Ohana, providing support to Soldiers, families, and the local community.

“I stood here, and I spoke two years ago about commanding with the Hawaiian values of Ha’aha’a and Alaka’i in mind,” said Ryan about his time as the 25th Inf. Div. commanding general. “To be humble and modest, to respect others, to persevere and to lead with courage and commitment. What an honor it has been to serve with you.”

Ryan will move on to become the Assistant Deputy Chief of Staff, G-3/5/7, U.S. Army, in Washington D.C. He thanked his family, loved ones, and mentors for their support.

“Family is important in Hawaii,” said Ryan. “To have family here as part of my change of command, and the people I celebrate it with and actually execute it with such as Lt. Gen. Xavier Brunson and Maj. Gen. Marcus Evans, both of whom I’ve known for decades, is really important. It makes this pretty easy because you know what you’ve dedicated yourself to for the past two years is in good hands.”

Ryan welcomed Evans to his new position, as this marks the third time Ryan and Evans have changed command positions.

“Marcus Evans has been my teammate for the last 25 years,” said Ryan. “I’m nothing if not utterly envious of him today. He and Kelly are very simply joining the greatest Division in the Army.”

Evans most recently served as the Chief of Staff, U.S. Special Operations Command.

“Thank you for this opportunity to command in this Division,” said Evans. “Joe and Julie, Kelly and I can’t thank you enough for this transition, and more importantly for you all’s friendship over the years. Thank you both for what your leadership and service has meant to this Division and to our Army. All the best in your next assignment.”

Evans has multiple operational deployments, has served in Airborne, Ranger, Light Infantry and Mechanized formations, and has previously commanded the NATO Special Operations Component Command – Afghanistan, the 75th Ranger Regiment, and the forward deployed Joint Special Operations Task Force.

“I’m truly blessed to be a part of such an incredible unit such as the Tropic Lightning Division,” said Evans. “I look forward to serving alongside you all.”

Navy Retires SOF Helicopter Squadron. The U.S. Navy’s only helicopter squadron dedicated to support of special operations forces has made its final flight. Helicopter Sea Combat Squadron 85 (HC-85) of Naval Air Station North Island, California was deactivated during a ceremony on June 30, 2023. Col (Ret.) Lujan Now at Howard University. A retired Green Beret will be teaching politics at Howard University. Colonel (Ret.) Fernando Lujan will be in the teaching assignment for one year as a Chamberlain fellow and visiting professor. (The Dig, Jul 26, 2023).

Navy’s New Mini-Sub. The US Navy has unveiled the Dry Combat Submersible (DCS) mini submarine. This new underwater vehicle will allow its occupants to travel submerged without being immersed in freezing water – a capability the Navy has pursued for years. “US Navy’s Newest Special Operations Mini-Submarine Officially Enters Service”, Marine Insight, July 27, 2023.

USSOCOM and Biomedical Tools. The U.S. Special Operations Command (USSOCOM) is seeking new technology for CBRNE mass casualty respons, natural disaster emergency medicine, and other triage and diagnostic tools. “SOCOM Seeks Development of Lightwieght, Ruggedized Biomedical Tools”, Global Biodefense, July 29, 2023.

26th MEU (SOC) in UK. The 26th Marine Expeditionary Unite (MEU) Special Operations Capable (SOC) is in the United Kingdom aboard Navy ships conducting a port visit. The MEU is in the beginning of a long deployment in the EUCOM area of operations. (U.S. Navy, July 29, 2023).

Moving AFSOC Off Hurlburt? Over the past several days Florida politicians were demanding to know if the U.S. Air Force had plans to move Air Force Special Operations Command from Floriday to another state. Senators Marco Rubio and Rick Scott expressed their concerns that the Air Force had not been more responsive to their questions on this topic. Apparently the Air Force finally came clean; AFSOC will remain at Hurlburt but some personnel will be transferred to Arizona to stand up an AFSOC unit at Davis-Monthan Air Force Base. Indian SOF and Women. As of yet no woman in the Indian Armed Forces has been able to qualify for induction into its elite special forces. (Indian Express, July 2023).

Ukrainian SOF in UK for Training. It has been reported by the Sunday Express (a British tabloid) that over 2,000 Ukrainian soldiers have arrived in England to take part in special training. Some of the Ukrainians are said to be special operators. The training is being carried out at Battle Camp in Devon. “Ukrainian special forces training in UK prepare to liberate Crimea this year”, Yahoo! News, July 30, 2023.

French Sub for SOF. A new submarine officially commissioned in June 2022 is currently undergoing testing. New Croatian Commandos Graduate. Following the completion of their basic special forces training a new generation of Croatian commandos are entering the service of the HV Special Forces Command. SEALs and the P226. In the 1980s the U.S. military forces adopted the M9 Bereta as the standard side arm. Offensive and Counteroffensive. The Ukrainians have a major push ongoing in the southeast of Ukraine while Russia has mounted attacks in the northeast region of the country. While this is going on President Putin is looking to raise the top age for military conscription from 27 to 30 years of age (The Guardian), have measures to reduce draft dodging; and prevent conscripts from leaving the country.

Lessons From Russia’s Invasion Playbook. There has been a long established ‘playbook’ utilized by the Soviet Union and later the Russian Federation for past foreign interventions and the current conflict in Ukraine. The use of Russian special operations forces is a key component of the playbook. This article traces the history of Russian foreign interventions beginning with Czechoslavkia in 1968 up to the present day. There are nations that could be future Russian targets . . . and they should devise countermeasures to ensure Russia has difficulty in executing its invasion playbook. “Disrupting Moscow’s Invasion Playbook: Lessons From Prague to Kyiv”, by Kevin Stringer and Heather Gregg, Modern War Institute at West Point, July 21, 2023.

Wagner in Belarus. Following the aborted mutiny, the Wagner Group has moved several thousand troops into Belarus. In time, there could be as many as ten thousand there. There are reports that the Russian paramilitary group is training up Belarusian special forces as well as mechanized units (RFE/RL) of Belarus. Some of the training is taking place close to the Polish border. Black Sea Update. The Russians may soon be stepping up the pressure in the Black Sea. Some observers of the Ukraine conflict believe that the West – with or without the US Navy – needs to return to the Black Sea to break Russian blockades, ensure grain export from Ukraine, and uphold Freedom of Navigation. (Euromaiden, Jul 29, 2023). NATO has strongly objected to Russia’s cancellation of the Black Sea grain deal and its stepped up actions in the Black Sea. (NATO, Jul 26, 2023).

NDAA. On Thursday, (28 July) the U.S. Senate passed its version of the National Defense Authorization Act (2024) by a wide margin (86-11). It did not contain many of the culture issues (diversity, transgender, etc.) included in the House version. When Congress returns from its summer vacation the two versions of the bill will be worked out in a joint Congress conference committee before the October 1 deadline.

U.S. Embassy in Haiti Evacuated. On Thursday the U.S. State Department ordered non-emergency government personnel and family members to leave Haiti. The country has struggled to contain violence and chaos due to heavily armed gangs conducting various crimes, murders, kidnappings, and more. News reports indicate that Kenya has volunteered to head up an international force that will train Haitian police.

Afghanistan

AAA and NDAA. Veteran organizations supporting inclusion of the Afghan Adjustment Act in the National Defense Authorization Act were disappointed that the U.S. Senate did not include the AAA admendment.

Afghan Relocation Flights. Special Immigrant Visa (SIV) applicants in Afghanistan are waiting for flights to U.S. immigration processing centers in Qatar and other countries to resume. The relocation flights have been suspended for more than a month and it is unclear when they will resume. The U.S. Department of State’s Office of the Coordinator for Afghan Relocation Efforts (CARE) hs been relocating SIV-eligible Afghans by air and overland routes. “Afghan Relocation Flights Paused, Activists Call For Resumption”, by Akmal Dawi, Voice of America, July 26, 2023.

Nurturing an Opposition. David Loyn, a Senior Visiting Research Fellow of the War Studies Department of King’s College London, argues that the international community must stop allowing the Taliban to dictate terms and nurture an opposition if Afghanistan is ever to progress. “The Scattered Forces Opposing the Taliban Need Support”, Chatham House, July 28, 2023.

Africa

Niger Coup Attempt. On Wednesday, July 26, 2023, an attempted military coup took place. Some government troops remained loyal to the President. On Friday, the head of the presidential guards unit General Abdourahmane Tchiani declared himself Niger’s new leader. Brig. Gen. Moussa Salaou Barmou, the chief of Niger’s Special Operations Forces, was one of the leaders of the coup. (The Intercept). The United States has about 1,100 troops in the country and has conducted extensive training of the government forces to increase their counterterror and counterinsurgency capabilities. For the past several years Niger has been a strong U.S. security partner in the Sahel region of West Africa. There are concerns that the Wagner Group and variouis jihadist organizations will move to increase their power and influence in Niger. The US Embassy in Niger has issued a security alert advising US nationals to shelter in place. Borders and the airport are currently closed until August 5.

Navy’s ‘Iron Man’ Dive Suit. A new dive suit is being developed that will enhance diver safety and allow them to work longer and in deeper waters. The Deep Sea Expeditionary with No Decompression System or DSEND is a form-fitting atmospheric dive suit composed of rotating and flexibe joints that provide greater mobility while also keeping internal pressure steady. “The Navy is working on a transformational ‘Iron Man’ dive suit”, Navy Times, July 10, 2023.

Pontoons for the MC-130J? USSOCOM continues its search for air capability that can operate on water. This would be a great benefit for conducting operations in the Indo-Pacific region. MEU SOCs and Questions. A recent article posted by SOF News (courtesy of DVIDS) announced that the Marines were redesignating the 26th Marine Expeditionary Unit as Special Operations Capable. Some readers responded to this with questions like “Why was the MEU SOC concept discontinued in the first place?” and “Is this an attempt to justify the proposed cut of ARSOF by 10 to 20%?”. Things that make you go “Hmmm”.

SERE School. The U.S. Air Force has a Survival, Evasion, Resistance, and Escape school that teaches Airmen how to live off the land, evade enemy forces, and . . . if captured, how to resist their captors and survive captivity. “SERE School: The Infamous Course That Teaches US Troops to Survive With Honor”, Coffee or Die, July 13, 2023.

Award for CRD 10th SFG. The 82nd Chemical Reconnaissance Detachment, 10th Special Forces Group (Airborne) was awarded the MG William L. Sibert Award for the second year in a row. The Sibert Award is a recognition of excellence by the Chemical Corps Regimental Association. AFSOC General to be Deputy Director of DTRA. U.S. Air Force Maj. Gen. Matthew Davidison has been assigned as the Deputy Director of the Defense Threat Reduction Agency. DTRA has a special relationship with the special operations community and is charged with countering weapons of mass destruction. (DVIDS, July 13, 2023).

USSOCOM Contracts for PGKs for 81mm Mortar Rounds. A $2 million contract will provide Precision Guidance Kits for the 81mm mortar rounds used by SOF personnel. The PGK will provide a more reliable targeting solution for SOF teams. “OKSI Awarded USSOCOM Contract for 81mm Mortar Precision Guidance Kit”, PR Newswire, July 11, 2023.

Guardian Angels Conduct Medical Evacuation Mission. A crew member on a fishing boat in the Pacific suffered a serious life-threatening head injury but was saved due to the actions a pararescue team. The team parachuted from a HC-130 Combat King II aircraft into the Central Pacific Ocean to get onto the fishing vessel and provide medical treatment. The patient was transported to a hospital and was reported to be making steady improvement. “129th Rescue Wing conducts multi-day rescue mission of the coast of Costa Rica”, DVIDS, July 13, 2023.

USSOCOM and JADC2. The three services are in the process to develop a joint all-domain command and control program – and USSOCOM will likely be a big part of that effort as well. “Special Operations Command Has Key Role to Play in JADC2 Success, National Defense Magazine, July 11, 2023.

AFSOC Training Reorganization. The Air Force Special Operations Command is reframing their thinking on how they organize, train, and equip Air Commandos to meet future challenges. AFSOC has stood up the Air Commando Development Center – Provisional (ACDC-P). Philippines Light Reaction Regiment. The Philippine Army’s counterterrorism unit was officially established in 2004. The LRR was mandated to conduct CT and other SOF type missions on Philippine soil. AFSOC Cdr Meets With ROKAF CoS. U.S. Air Force Lt. Gen. Tony Bauernfeind (AFSOC) and Brig. Gen. Derek Lipson (SOCKOR) recently met with Chief of Staff of the Republic of Korea Air Force. “Republic of Korea Air Force and U.S. Special Operations Leaders Reflect on Decades-long Alliance”, DVIDS, July 13, 2023.

SOF Vehicles for Romania. Polaris has been awarded a contract to provide DAGOR ultralight tactical vehicles to Romania. Kenya SF Attack on al-Shabaab. Security forces ambushed militants in northest Kenya. Six government soldiers were killed during the combat engagement. There has been a spate of terror along the border of Kenya and Somalia recently. The border between the two countries has been closed for over a decade; but may soon reopen. Creation of COI. On July 11, 1941 the Coordinator of Information (COI) was established. President Franklin Roosevelt appointed William J. Donovan to head a new civilian office attached to the White House. The Devil’s Brigade. The Canada-U.S. First Special Service Force played a leading role in the Italian campaign during World War II. (Legion Magazine, July 10, 2023).

Remembering MH17. On this day, on July 17, 2014, a Russian Buk shot down a passenger aircraft flying from Amsterdam to Kuala Lumpur over the eastern section of Ukraine. All 283 passengers and 15 crew were killed.

Reservists to Europe? President Biden has signed a document that provides for the activation of reservists to serve in an overseas assignment in support of Operation Atlantic Resolve. The move is likely to shore up staff and support positions in Europe to account for the stepped up level of operations by European Command in eastern Europe and the support being provided to Ukraine. There are about 80,000 U.S. troops in Europe. “Biden Approves Mobilization of Reserves to Support EUCOM”, DOD News, July 13, 2023.

Russian Chain of Command. Since the mutiny by the Wagner Group senior officers in the Russian military have been playing musical chairs or ‘retiring’. Putin and the MoD is conducting an increased number of reassignments amongst senior military leaders. It is speculated that this is a purge of officers seen as insubordinate. (Institute for the Study of War, July 15, 2023).

Kerch Bridge Damaged? There are reports that the bridge connecting Crimea to the Russian mainland has been damaged with mulitiple explosions – possibly by Ukrainian drone boats or a missile strike on Monday, July 17th. The Kerch Strait Bridge had been severely damaged in October 2022. The bridge is a key logistics route for Russia. “Russia’s Kerch Strait Bridge Has Been Badly Damaged”, The Drive, July 17, 2023.

Wagner Group. President Putin says that he intends to maintain the Wagner Group as a cohesive fighting force rather than breaking it up. Whether this happens or not remains to be seen. The paramilitary organization is not believed to be heavily committed to the Ukraine conflict at this time. Many Wagner Group personnel have relocated to a military camp in Belarus. U.S. Cluster Bombs Arrive in Ukraine. Munitions needed by Ukraine to continue its summer offensive have now arrived according to the Joint Staff. The decision to send these munitions to Ukraine was hotly contested in the U.S. and in Europe due the possibility of long-term civilian casualties in the years to come.

Border Security. One of the primary regions of migration (legal and illegal) across the southern border is from Northern Central America. Root causes for people departing that region include poor economic prospects and lack of security. CENTCOM and the ME. The nations in the U.S. Central Command area of operations remain important to the U.S. National Defense Strategy and are a big consideration when addressing the concerns of stratetic competion. Russian Aircraft in Syria. U.S. forces have been increasingly harassed in Syria over the past several weeks. A particular target are U.S. drones flying over Syria. Another instance is an AN-30 aircraft loitering over the Al Tanf garrison for an extended period of time. The Antonov AN-30 is a surveillance and survey aircraft loaded with cameras for mapping and photographic purposes. The Al Tanf garrison is close to the border junction of Syria, Iraq, and Jordan. It serves as a launch point for counter-ISIS operations and training site for Syrian opposition factions fighting the jihadist group.

TikTok a National Security Threat. A majority of Americans see TikTok as a threat to the security of the United States. Congress is questioning the platforms ties to China and the security of users’ data. More Republicans than Democrats view the platform as a threat; and older people see it more as a threat than do younger people. “Majority of Americans say TikTok is a threat to national security”, Pew Research Center, July 10, 2023.

Combat Swimmer Operations and Strategic Competion. A rethinking of how SOF conducts operations has taken place over the past few years with the shift of focus from CT / COIN to near-peer conflict with adversaries like China and Russia. The number of combat swimmer operations conducted during the twenty-year long Global War on Terror was probably not a large percentage of Naval Special Warfare missions. However, in the event of possible conflict with a near-peer adversary this would be very different. Fallen ARSOF Remembered. The names of 1,242 fallen Army Special Operations warriors are etched on the Memorial Wall at the U.S. Army Special Operations Command headquaters at Fort Bragg, North Carolina. Former SOF Intel Officer Jailed. A retired lieutenant colonel, Robert Birchum, who worked in various intelligence positions with the Joint Special Operations Command, U.S. Special Operations Command, and other intel organizations has been sentenced to three years imprisonment for removing more than 300 classified files or documents from authorized locations and storing them in his home. “Retired Air Force officer gets 3 years for having classified documents”, Air Force Times, June 2, 2023.

Army to Cut SOF by 10%? Lawmakers and Army officials have discussed cuts through the decade’s end, including cutting force strength of Green Berets and PSYOP. “Army Mulls 10-20% Cut to Special Operations Forces”, Defense One, May 22, 2023.

CA Officer Assignment. Brig. Gen. Andree G. Carter, deputy commanding general, U.S. Army Civil Affairs and Psychological Operations Command, Fort Bragg, North Carolina, will be assigned as the commander, 350th Civil Affairs Command, Pensacola, Florida.

SF Officer Assignment. Brig. Gen. Lawrence G. Ferguson, deputy commanding general (Operations), 1st Special Forces Command (Airborne), Fort Bragg, North Carolina, is assigned as commanding general, 1st Special Forces Command (Airborne), Fort Bragg, North Carolina.

193rd SOW and ACE. Agile Combat Employment or ACE is a concept that the 193rd Special Operations Wing is incorporating into its training program. The wing is exploring expansion of its course offerings at Fort Indiantown Gap in Pennsylvania. 1952 Society. SFA Caribbean Cruise. The Special Forces Association is planning on holding their 2024 SFA Annual Convention aboard a cruise ship for five days in October 2024. The ship sails from Tampa, Florida and will visit a few ports before returning. MARSOC and Global Health Engagement. One key mission of the Marine Forces Special Operations Command is Foreign Internal Defense (FID). The basic concept is to place a Marine Special Operations Company (MSOC) in a country, work with local partner forces to exchange ideas and practices, and help increase their ability to working independently to increase national security. A piece of that concept is the improvement of the public health of both the local populous and the partner nation’s military – implementing something called Global Health Engagement or GHE. “MARSOC, SOCOM and the influence of Global Health Engagement”, DVIDS, March 21, 2023.

Emerald Warrior and Video Gaming. All five U.S. Special Operations Command components took part in a video game component of a special operations exercise in May 2023. The USSOCOM initiative allowed the SOF components to exercise a problem set using a distributed mission operation (DMO) network. “AFSOC used video game – – like simulation training, adds realistic, world-wide value”, AFSOC, May 24, 2023.

Sky Warden Delivery Announced. USSOCOM will begin accepting delivery of a modified crop-duster as the platform selected for its Armed Overwatch mission. “Get Ready for Sky Warden: First Delivery Set for October”, Air and Space Forces, May 22, 2023.

AFSOC Air Advisor Conference. Key members from across the Security Force Assistance and Air Advisor enterprise gathered for a summit on 23-25 May, 2023 at Hurlburt Field. “AFSOC hosts Security Forces Assistance Air Advisor Summit”, AFSOC, May 31, 2023.

USASOAC Tests ‘Air-Launched Effects”. The US Army Special Operations Aviation Command took part in a the third iteration of the Experimental Demonstration Gateway Exercise (EDGE 23) in Yuma Proving Ground, Arizona testing ways it could best deploy ‘launched effects’. Essentially . . . small drones shot out of something else . . . mid-flight from a Gray Eagle UAW or MH-60M Black Hawk. “Army special ops put “launched effects” prototype through its paces at EDGE 23″, Breaking Defense, May 25, 2023.

Death of SEAL Candidate. A 198-page report dated March 24, 2023, by the U.S. Navy’s Naval Education and Training Command points to systemic failures in the medical staff at BUD/S as contributing to the death of a SEAL candidate in February 2022. “Report Finds Inadequate Medical Oversight Led to 2022 SEAL Candidate’s Death”, SANDBOXX, May 30, 2023. 137th SOW CoC Ceremony. On June 3, 2023, Col. Jason Davis took command of the 137th Special Opeartions Wing at the Will Rogers Air National Guard Base in Oklahoma. Davis attended the Air Force Academy, went on to pilot training flying the A-10 Thunderbolt II and did two tours in Afghanistan. Fallen Warriors Remembered by Project 33. Members of the armed services are honored by a foundation established to pay tribute to those who lost their lives in America’s wars. “Project 33 leads effort to teach Americans about lives of the fallen”, Military Families Magazine, May 21, 2023.

GB Foundation VP / COO Announcement. Francis Arias has been promoted to the role of Vice President and Chief Operating Officer of the Green Beret Foundation. She recently served as Director of Operations for the Foundation. The Foundation provides U.S. Army Special Forces Soldiers and their families with emergency, immediate and ongoing support. 26th MEU and NSW Conduct Exercise TRIDENT 23-4. The Maritime Special Purpose Force (MSPF) of the 26tyh Marine Expeditionary Unit integrated with East Coast-based Naval Special Warfare operators to exercise direct-action SOF raid training and advanced training focused on Military Assisted Departure (MAD) and Non-combatant Evacuation Operations (NEO) during May 2023. SLIC Lectures at NAVSCIATTS. The Naval Small Craft Instruction and Technical Training School, a security cooperation schoolhouse operating under the U.S. Special Operations Command, is holding a 4-week long Stratetic Leaders International Course (SLIC) at its headquarters in at Stennis Space Center in South Mississippi. “NAVSCIATTS holds opening SLIC lectures for Semester 23-4 iteration”, DVIDS, June 1, 2023.

FBNC Now Fort Liberty. A big chunk of Airborne and Special Forces heritage has gone away as the long-time name of Fort Bragg has now been struck from the history books. (Military.com, June 2, 2023).

Turkish SF to Kosovo. Turkish SOF will be part of a peacekeeping mission. A commando battalion from the 65th Mechanized Infantry Brigade will deploy to be part of NATO’s Kosovo Force (KFOR) to help address the ongoing unrest in the northern region of the Balkan country. “Turkish Defense Ministry sending special forces to Kosovo at NATO’s request”, Turkish Minute, June 3, 2023.

Italian SOF Mini-Sub Revealed. A previously unreported Italian special operations mini-submarine has been seen for the first time. The remarkable thing about the AE-90 Submarine, believed to have been designed and employed as early as the 1990s, is that it has been retired from use. “Previously Unreported Italian Special Forces AE-90 Submarine Seen For First Time”, Covert Shores, June 2, 2023.

UK SF Busy Around the World. According to a report by a research group called the Action On Armed Violence (AVAO) UK special forces have conducted secret operations in 19 countries over the past twelve years. These operations include hostage rescues, exfiltration, training, and protection. The AOAV has historically highlighted the need for more public oversight on UK special forces operations. Somali SF Complete Uganda Training. A group of Special Forces attached to the Somali National Army (SNA) has completed special training at Uganda’s 206 Commando Brigade Training Centre. “Somali Special Forces Complete Commando Training in Uganda”, All Africa, May 22, 2023.

Australia SOF and War Crimes. Three Australian newspapers were sued by Australia’s most-decorated living soldier over a series of articles in 2018 which he says defamed him. At the center of the trial was the personal life of Ben Roberts-Smith, a former member of the Special Air Service (SAS), and allegations of war crimes committed by Australian forces. “Ben Roberts-Smith: How decorated soldier’s defamation case has rocked Australia”, BBC News, June 1, 2023. USAJFKSWCS. On June 1, 1983, the US Army Institute for Military Assistance (USAIMA) was renamed the US Army John F. Kennedy Special Warfare Center and School.

Jedburghs. On June 4, 1944, Jedburgh teams parachuted into France to link up with French resistance. One member of these teams was Lucien Stervinou, a French man who joined up with the French resistance forces based in England while France was occupied by the Germans.

June 6, 1944. D-day; the Allies stormed the beaches of Normandy, France to establish beachheads and then drive into the interior of France during World War II.

Irish Evac Effort. Operation Piccolo was a rescue mission to evacuate Irish citizens from Sudan as hostilities broke out between warring factions in April 2023. An Emergency Civil Assistance Team (ECAT) was formed up that would remove more than 250 Irish people from Sudan. Some members of the ECAT were from the Army Ranger Wing; a SOF organization that also assisted in the Kabul non-combatant evacuation operation of August 2021. Commentary

NSW and Fleet Tactics. Lieutenent Commander Kenneth Walls, an active-duty naval officer, argues that naval special warfare can contribute much to the fight at sea. However, he believes that the tactical integration of NSW into the functions and counterfunctions of scouting, command and control, and firepower is underdeveloped. He believes that the NSW community and the Navy need to improve their understanding of each other to ensure that NSW can effectively contribute to fleet-level operations against peer threats in the maritime environment. “Fleet Tactics & Special Warfare”, Proceedings, June 2023.

Europe and Irregular Warfare. The term irregular warfare means many things to different people. It is an elusive concept across the United States government as well as among US allies and partners. This is especially true of our European partners. The Irregular Warfare Center (IWC) recently completed a study of how European institutions conceptionalize irregular warfare. Border Crisis. Several states are sending troops to the southern border to assist in providing security due to the massive amounts of migrants attempting to cross into the United States. Arkansas, North Dakota, Oklahoma, Florida, and West Virginia are among those states sending troops.

Congressional Testimony on GPC. Dr. Jonathan Schroden of CNA testitied before the Senate Armed Services Committee on May 17, 2023 on how special operations forces can contribute to strategic competion with Russia and China. His testimony highlighted a variety of areas where SOF can contribute – to include intelligence operations, information sharing, foreign internal defense, and information operations.

Preparing for War in the Arctic. Climate change and geopolitics are reshaping the High North’s strategic landscape – from the military balance of power to the quest for oil, gas, and mineral resources. Chinese PSYOP. A report by RAND Corporation provides information on the psychological warfare capabilities of the Chinese military and some of its emerging operational concepts. Controlling the Skies Over Kabul – August 2021. On August 13, 2021, four Marines from the Marine Air Control Group -28 Detachment of the 24th Marine Expeditionary Unit (MEU) flew to Kabul to help manage the chaotic situation at Hamid Karzai International Airport (HKIA).
